Organizational Context and Scope
Under the overall administrative supervision of the Chief of Mission, and in close coordination with all relevant stakeholders, the Senior Protection Coordinator (SPC) will lead the Protection Unit (PU), provide thematic guidance, develop and manage IOM Tunisia Country Office’s (CO) protection portfolio, and exercise technical, operational, financial and administrative management responsibility for projects and/or programmes in coordination with the relevant Programme Managers. The SPC will also develop and manage the implementation of the country protection strategy.

IOM Tunisia has consolidated its protection work into a thematic PU which will encompass and supervise all protection work including Assisted Voluntary Return and Reintegration (AVRR), direct assistance, and counter-trafficking.
- Lead the development and implementation of the IOM Tunisia Protection Strategy informed by short-term and long-term priorities of the CO, in line with IOM national commitments and regional and global strategies.
- Lead and manage the protection and the assisted voluntary return and reintegration programmes. Oversee implementation and reporting, strengthen programming through robust monitoring and evaluation and build synergies and provide overall mentoring and supervision, including identifying opportunities to enhance service provision.
- Coordinate and develop implementation modalities for the IOM Tunisia CO’s Protection Strategy in coordination with relevant focal points within the Department of Emergency (DOE), Protection RO MENA and HQ, dedicated project staff, and relevant Stakeholders.
- Develop and implement measures to ensure centrality of protection and the coordination of outreach and accountability to affected populations within IOM Tunisia Programmes to ensure protection mainstreaming.
- Provide thematic guidance and lead on the development of procedural safeguards and standard operating procedures for the protection of vulnerable migrants. Provide technical support to the country office on overall migration management, migrant protection, and international law issues.
- In coordination with Headquarters (HQ) and RO (Regional Office) Protection Division (PXD), advocate for and disseminate the protection division mandate, provide authoritative advice and direction for training and capacity building sessions where needed in line with IOM and global standards.
- Ensure the recruitment of qualified Protection team based on the Protection analysis and strategy, assessment of risks, needs of the population, staffing requirements and programme capacities. Establish a delegation of tasks for the overall management of the IOM protection team.
- In coordination with CoM and relevant units, develop advocacy and communication strategies and ensure continued IOM advocacy efforts with Tunisian Authorities and other relevant actors on the protection of migrants.
- Establish and maintain close contacts and dialogue with all relevant line Ministries, including the Ministry of Interior, Justice and Social Affairs, donors, UN agencies, national and international (Non Government Organizations (NGOs) aimed at coordinating and facilitating the implementation of ongoing activities and promoting new activities.
- Establish and maintain strategic partnerships with relevant agencies and stakeholders to ensure continued access and continuity of Programmes including continued protection monitoring, improved outreach to vulnerable migrant, communities, and delivery of key assistance and protection services.
- Actively participate in internal and multi-partners senior management coordination meetings. Liaise with key protection partners including the implementing partners. Represent IOM and the Protection Portfolio in coordination fora and other meetings
- In coordination with the Project Support Unit (PSU), proactively identify and seek out programme development and potential funding opportunities for Protection Programmes.
- Provide strategic advice, guidance and expertise to partners and team members and all CO staff, including overseeing training on protection related matters, including protection mainstreaming in all the response; protection principles; child safeguarding and child protection; Accountability to Affected Populations (AAP); Gender-based Violence (GBV) prevention and response; Prevention of Sexual Abuse and Exploitation (PSEA); disseminate tools and guidance to build a protective environment. Serve as the PSEA Focal Point for the CO and work with the PSEA National Officers, Programme Managers and project developers to ensure appropriate PSEA integration into programme design and implementation. Ensure high level support to PSEAH activities and integration into programmes.
- Perform such other duties as may be assigned.
Required Qualifications And Experience
Education
- Master’s degree in Social Sciences, Political Science, Law, International Relations, Conflict Studies, Economics, Development Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or
- University degree in the above fields with nine years of relevant professional experience.
Experience
- Experience in the field of migration, migrant assistance and protection (including specific experience Migrants and Refugee Protection);
- Demonstrated experience in implementing and supervising case management programmes;
- Experience in program management in resource-constrained settings;
- Experience in emergency operations and liaison with Governments, other UN and non-UN humanitarian actors;
- Experience in the field of migration, including operational and field experience, is required; and,
- Experience and knowledge working on protection and/or in mixed migration contexts.
Skills

Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish)
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
